James Dansereau f8526f66d0 CI: re-stamp release notes on every tag cut, not just at creation ...

The release job only set --notes-file when creating the draft; existing
drafts got 'upload --clobber' (assets only), so the body stayed frozen at
the first cut's notes. Compute the stamped notes unconditionally and add
'gh release edit --notes-file' to the update path.
