James Dansereau a5e6cd443a fix(ci): regenerate findings-index.csv, document GE_DETERM_TRACE ...

The D117 findings.md addenda in the prior commit changed D117's status
text without regenerating findings-index.csv, and the new GE_DETERM_TRACE
env var wasn't yet mentioned in GE-ENV-PROBES.md -- both fail their
--check gate in CI's validate job. Caught by a real CI run, not predicted.
