validate only CMake-configures on Ubuntu; it never compiles, so GCC-on-Linux strictness gaps (implicit declarations, -Wint-conversion, missing includes, MinGW-only builtins) stay invisible until someone builds on a real Linux box. Add linux-build: system GCC, `cmake --build` for ntsc-final. Green here means "compiles + links on Linux", not a runtime claim (the port has never run on Linux). Not wired as a required check yet. Pairs with the romdata POSIX mmap patch on this branch (per docs/dev/LINUX-PORT.md).
