James Dansereau 6e541483a4 fix: regenerate findings-index.csv (stale since PR #66/#67 hand-edits) (#69) ...

Those two PRs edited the CSV by hand instead of running
tools_pc/gen_findings_index.py. Both were docs-only, so CI's "validate" job
(which only runs when non-doc files also change) never caught the drift.
